More and more international students choose to study in Estonia which is one of the most advanced digital societies in the world.
With an increasing number of bachelor's degrees taught in English and with high academic standards, Estonia has become an attractive study destination. Tuition fees are generally lower than the traditional destination countries (around EUR 7,000 per year depending on university and course – Medicine is more expensive) and some programmes are free for EU students.
Estonia has a long history of academic traditions. The University of Tartu is the oldest and largest higher education institution in Estonia, established in 1632 by the Swedish King Gustav II Adolf.
Types of higher education institution
There are different types of institutions offering higher education in Estonia:
- public research universities
- a privately owned research university
- state universities of applied sciences
- private universities of applied sciences.

International students can apply to several universities from one platform (Dreamapply). This website will also give students a step-by-step guide to the application process. Each university will ask for an application fee.
The minimum entry requirements for Cambridge qualifications
Most Estonian universities will require two Cambridge International A Levels, and some will often accept one A Level and two Cambridge International AS Levels, or four AS Levels. Each university will have their specific entry requirements and deadlines on their website, so students should check these before applying. Institutions may also require admissions tests and interviews depending on the programme.
English language requirements
For English-taught programmes, most universities will ask for a mid B2 level. Some universities will accept Cambridge International A Levels as evidence of English language proficiency, but it is important to check with the institution about their English language requirements before applying.
