Japan boasts one of the best higher education systems in the world, with more than 780 institutions. The country’s economy grew rapidly – becoming one of the world’s largest – because of the advanced knowledge and technology fostered by its excellent higher education and research system.
More recently, Japan has become one of the most attractive study destinations for international students. Driven by the government’s strategy to internationalise universities, the number of students from overseas studying at the undergraduate level has increased by 36% between 2014 and 2019. In April 2023, the Japanese government announced its new strategy to grow the number of international students further by 2033. This includes an increase in the number of courses taught in English at universities.
The country’s world-class science and technology, fascinating traditional and contemporary culture, as well as a safe living environment and secure infrastructures, make Japan a popular study destination. The generous scholarships provided by the government and private foundations also add to its attractiveness for international students.
In June 2024, MEXT (Ministry of Education, Culture, Sports, Science and Technology, Japan) officially recognised Cambridge International A Level as a university entrance qualification for all Japanese universities.

Cambridge IGCSE Japanese
In November 2024, we launched a new syllabus, Cambridge IGCSE Japanese for international students with no prior learning experience to build basic Japanese language skills. While Japanese language skills are not required to enter English-taught degree programmes, many universities want students to complete a language course during their degree. This new qualification will help students develop a wide range of foreign language skills, equipping them to live and study effectively in Japan. The syllabus is available in Administrative Zones 4 and 5 for first examination in 2027.
